He was with George Washington at Valley Forge during the winter of 1777/1778. WOLCOTT, Jr. Oliver (1760-1833) Second U.S. Secretary of the Treasury. Established 1ST Bank of the United States. Served in the Continental Army (1777-1779). Governor of Connecticut (1817-1827). Last surviving member of Washington’s administration. Choice and scarce combination of signatures on a large slip.
