SHAREF, Zeev (1906- ) Israeli politician, more than any other man, he created the structure of Israel’s first government and set the stage for the ceremonies at which the State of Israel officially came to being. Shaerf served as Secretary to the First Israeli Cabinet. It was his duty to pick up the final draft of Israeli’s Declaration of Independence that was typed at the Jewish National Fund building. He stayed in the building until it was finished but realized he did not make any plans for a ride. He was left to flag down a car and asked the driver (who was driving a borrowed car and had no license) to take him to the ceremony. While driving across the city, the car was stopped for speeding by police. A ticket was not issued after it was explained that the officer was delaying the signing of their Declaration of Independence. Sharef arrived at the museum at 15:59 and at 16:00 Ben Gurion opened the ceremony. Ze’ev Sharef is known as Israel’s “Number One Civil Servant.” At the signing of Israels Declaration of Independence, he read out the council members names alphabetically in Hebrew, each member came to the podium to sign the Scroll. Sharef held two posts in the cabinet of Levi Eshkol, Minister of Finance and Minister of Commerce and Industry. In Golda Meir’s cabinet, he held the position of Minister of Housing. He was the First Secretary of Government, a position he held with distinction until 1957.
