SAMUEL, Sir Herbert (1970-1963). Samuel was appointed the First High Commissioner of Palestine. This appointment made him the first Jew to govern the land of Israel in 2,000 years since the Roman’s. Samuel had been raised in an Orthodox Jewish home. He served in different British posts and was the first unconverted Jew to serve in a cabinet post. It was on the basis of Samuel’s work that the Balfour Declaration was written. When he arrived in Palestine he was greeted with a seventeen gun salute.. His signature “Samuel” on the verso of an English autograph collector’s card. Samuel also dated his signature “Feb. 23rd 1948”.
