RAFAEL, Gideon (1913-1999). Israelis’ Ambassador to the U.N. Founder of Israeli’s Foreign Ministry. Served in the U.N. and Europe conducting secret contacts with Arab Countries. In 1940 he was sent to Europe to negotiate the rescue of 40,000 German Jews. His assignment was to send out the pronouncement of the Birth of Israel. He found a British man who would make the payment for the telegrams. Rafael approved the expense and Israel’s Birth was announced to the world.
