NORIEGA, General (Manuel Antonio) (1934-2017). Panamanian dictator. He became commander of Panama’s defense forces in 1983 and subsequently installed and deposed presidents. In 1988 he was indicted by two U.S. grand juries for drug trafficking, racketeering and money laundering for the Medellin (Columbia) cartel. As tensions mounted between the United States and Panama, he was overthrown by U.S. troops on Dec. 20, 1989, and taken to the U.S. to stand trial. He was convicted of 8 of 11 counts in 1992. He was sentenced to 40 years in prison. On Dec. 8, 1992, a U.S. federal judge in Miami ruled that Noriega was a prisoner of war, a decision that could in the future modify the terms and conditions of his imprisonment.
